Consider club manager migration off-prem to Azure

Need to flesh out more on why I think this might be a worthwhile move. But we get $2k in Azure credits every year, so this would still be free. I think, overall, this might be less annoying to maintain than maintaining our physical infrastructure and dealing with UTD power outages and network issues
