[FEATURE]: Host-allowlist for external connections

We want to pentest a system which shares the same codebase / env for production and staging. Database endpoints (superbase) are switched on a per-host basis, so - to not accidentally test against production, it would be nice to define an allowlist for hosts which can be connected to in a scan.

Config node to specify allowed hosts.

Describe alternatives you've considered

• Setting up firewall rules on shannon-net
• It might work to block-list certain hosts via /etc/hosts and redirecting them to 127.0.0.1 or so
• LLM avoid-rules in the config
