code-modernization: status pane shows Phases 0/N forever on the reimagine track

On the reimagine track the Phases header is always 0/N and no phase is ever marked done.

A phase is done when every legacy module the brief's phase names (Unit31, ...) maps to a done module via byNode. byNode is filled only for transform (folder name = legacy unit) and uplift. For reimagine every service goes to extras and byNode stays empty, so isDone(phase.modules) is false for every phase, whatever the tests, verification or ticked exit criteria say. Our brief has P1-P5 with all exit criteria ticked (14/14 checks etc. shown on the same rows) and a signed verification, and the header still shows 0/6.

Expected: on reimagine, judge a phase by its exit criteria (all ticked) and/or by the services' verification, not by legacy-unit-to-folder mapping that reimagine never produces.
