Description
Without --config-dir, qui searched for a file named config with any extension viper supports and then decoded the match as TOML. A stray config.ini in the working directory made qui serve fail with a TOML parse error, and a config.<ext> there could shadow the real config.toml in the default config directory.
The no-flag path now looks only for config.toml, in the working directory first and then the default config directory. If neither exists it still writes a default one. --config-dir handling is unchanged.
Fixes #2669
Behaviour change
Anyone who relied on qui reading a non-TOML config.* file from the working directory no longer gets that. It was never decoded correctly, since the parser was always TOML. A config.toml in either location works as before, and the working directory still wins.
How has this been tested?
Ran qui serve from a directory containing an invalid config.ini. Before the change it exited with the TOML parse error. After it, it starts and creates the default config.toml.
Performance
No performance risk. The change only affects config loading at startup and replaces a viper path search with two os.Stat calls. Nothing runs per request or in a loop.

Standards
The config dir becomes . when config.toml is in the working directory
On develop, AddConfigPath(".") makes the path absolute (viper's absPathify), so ConfigFileUsed() is absolute. With this PR, SetConfigFile("config.toml") keeps the relative name. GetConfigDir() and GetDataDir() return ".", and GetDatabasePath() returns "qui.db". The application info API (internal/api/handlers/application.go:81-82) gets this value, so Settings > About shows . instead of the full folder path. The license service and the tray ConfigDir also get it. File access still works only because nothing calls os.Chdir. Please run filepath.Abs on the working-dir candidate before you use it. Then change the toml_in_working_dir_wins row to expect the absolute path. The row now pins wantFile = "config.toml".
loadFromStandardLocations repeats loadFromPath
The new function has its own SetConfigFile + ReadInConfig block. It also has the write-default-then-read fallback that loadFromPath already has. Please let loadFromStandardLocations only choose the path. That path is the first config.toml that is a regular file, else the default path. Then call c.loadFromPath(path). The read, the default write, and the error wrapping then live in one place. You can also remove c.dataDir = filepath.Dir(defaultConfigPath) (config.go:230). New calls resolveDataDir() at config.go:92, and that call sets dataDir again from ConfigFileUsed().
The info.IsDir() branch has no test
This branch keeps the old viper rule that skips a directory named config.toml, so it changes behavior. Please add a row where config.toml in the working directory is a directory.
Spec
A stat error now stops startup instead of falling through
Issue #2669 says: "qui falls through to the default config directory". The old viper search ignored every stat error (file.go:79, if b, _ := exists(...)). After 6c3ff8b5, every stat error other than not-found stops startup. For example, run qui with no flag from a folder that the qui user cannot read, such as sudo -u qui qui serve from /root. Develop uses the XDG config. This PR exits with:
failed to read config: stat config.toml: permission deniedPlease skip the working-dir candidate on any stat error, as develop does. Revert 6c3ff8b5. Also remove TestNewWithoutConfigDirReturnsStatError, because it only covers that behavior.
Standards: 3 findings, worst is the config dir shown as .. Spec: 1 finding, a stat error on the working-dir candidate now stops startup.

- Config dir becomes
.: the working-dir candidate now goes throughfilepath.Abs, soConfigFileUsed(),GetConfigDir()andGetDataDir()are absolute again.toml_in_working_dir_winsnow expects the absolute path. loadFromStandardLocationsrepeatsloadFromPath: a newstandardConfigPath()only picks the path (the firstconfig.tomlthat is a regular file, else the default path), andloadFromStandardLocationspasses it toloadFromPath. The duplicate read, the default write and thec.dataDirassignment are gone.info.IsDir()branch has no test: addeddirectory_named_config_toml_in_working_dir_is_skipped, which makesconfig.tomla directory in the working dir and expects the default config to load.- Stat error stops startup: reverted 6c3ff8b5 and removed
TestNewWithoutConfigDirReturnsStatError. A candidate is skipped on any stat error, as before.
Also from CodeRabbit's nitpick: malformed_toml_in_working_dir now checks for viper.ConfigParseError as well as the failed to read config wrapper.
