Closes #2677.

adds a testCaseCount field to TestRunInfo so listeners can see how many tests will run.

moved the test calculation in TestGroup so it runs before RunContext is created, it solves a c++ initialization order issue and allows correct cnt to be passed .

added new test X39 to verify count works fine for both normal, filtered test runs.
