Added Config::set_enable_relaxed_loss_threshold() and the corresponding BoringSSL handshake callback API to relax loss detection after spurious loss, improving behavior on paths that reorder packets.

Added more bandwidth observability for BBR2 and startup behavior, including PathStats::max_bandwidth and StartupExit::bandwidth.

Improved BBR2 behavior when the MSS changes, including optional scaling of the pacing rate.

Other bug fixes and performance improvements.
