Breaking Changes:

• The legacy Rust CongestionControlAlgorithm::BBR and CongestionControlAlgorithm::BBR2 variants were removed. The bbr and bbr2 string names now select CongestionControlAlgorithm::Bbr2Gcongestion.
• The minimum supported Rust version was raised to 1.85.

Highlights:

• Fixed flow-control and send-buffer accounting around STOP_SENDING, RESET_STREAM, closed streams, and packet loss, avoiding stalls and incorrect buffered-byte accounting.
• Fixed packet number length selection when many packets are lost, avoiding peer decode failures after large loss bursts.
• Added connection stats for flow-control blocked frames and transmit-buffer health, including Stats::data_blocked_sent_count, Stats::stream_data_blocked_sent_count, and Stats::tx_buffered_state.
• Fixed DATAGRAM sent and received counters, and made path stats report the correct PMTU when DPLPMTUD is enabled.
• Configured transport-parameter values are now capped to QUIC varint limits, avoiding panics when oversized values are provided.
• Other bug fixes and performance improvements.
