Make 'lookup user' UI on event check-in interfaces clearer
From Colin: when PMs swipe a Comet Card that is not in the system, they are redirected to the lookup user page as intended. However, the change in UI is not super clear in explaining what just happened, so we see PMs re-swipe their Comet Cards thinking that the swipe failed, instead of realizing that they need to create/link the user. We need to make the Lookup User UI more self-explanatory in this case
To add to this: I recently walked a PM through an issue where they needed to relink a user who already had a Comet Cark linked to their account. I only knew how to resolve this issue because I'm familiar with the system and was able to go into Django admin to manually remove the old Comet Card record and get things corrected. What made this more confusing for the PM is that right now, the lookup user UI does not show users who already have a Comet card linked to their account. We should probably have a separate section where we say: "These users match the name/net id search query that you had, but they already have a Comet card linked to their account. Do you want to replace this user's Comet card with the Comet card you just picked?"
