Sync Discord officer / project manager role to superuser + staff roles

Users should automatically be given staff roles if they have the officer or project manager role. Users should automatically have those roles stripped if they don't have the officer or PM role. want to do this just to make it easier to ensure that only ppl who currently need elevated perms have it

• Auto sync should be a setting that is toggleable via server settings
• current admins should be allowed to trigger one off syncs by a button / slash command?
  • there should prob be some sort of interface to dry run a sync (see who will gain and lose staff roles before doing a real run)
