Summary

Expose the TCP TIME-WAIT timeout as stack.tcpTimeWaitTimeout so gvproxy users can shorten long stalls caused by stale 4-tuples. A zero value keeps gVisor's existing 60-second default; positive values set seconds per virtual network. Reject negative and overflowing values before allocating the network endpoint.

Fixes #757.
