Upgrade Token Plan branding and gateway setup compatibly

What do you want to change?

Upgrade the existing Token Plan setup to 千问 AI 平台 (China) / QwenCloud (international), with these defaults for new configurations:

• China: https://token-plan.maas.qianwenaiapi.com/compatible-mode/v1
• International: https://token-plan.maas.qwencloudapi.com/compatible-mode/v1

Replace the old-brand setup in place; keep old provider IDs and calling paths compatible rather than adding a parallel legacy-brand onboarding entry.

Why?

In v1.5.0, China and international still default to token-plan.<region>.maas.aliyuncs.com. Legacy URLs remain usable. The aim is current branding and gateway setup for new users without forcing existing users to migrate.

How? (optional)

Reuse the existing OpenAI-compatible transport. Update catalog source, generated metadata, regional labels, and setup links together. Preserve saved URLs, API-key variables, old provider IDs, custom overrides, and environment-only legacy callers. Separate new-setup defaults from legacy resolution where needed. Validate model/plan availability and add regression coverage for endpoint selection and old configuration matching. Pay-as-you-go is outside this initial Token Plan proposal.
