ci: move release checks into xtask

Summary

  • add cargo x release-check for tag, crate version, changelog, and main-branch ancestry validation
  • remove the Bash release helper and its standalone test script
  • keep workspace publish testing and publishing as direct Cargo commands
  • cover release policy parsing with xtask unit tests
