Butler does not properly see CI checks

Describe the issue

Butler seems to be very lazy with how it's fetching stuff from the Gitlab API. Sometimes when looking at a stack with open MRs it will go ahead and fetch the CI checks, but only very rarely, and if does, it'll only do so for a single branch in the stack.

Notice "No checks no checks" etc.

Even though there's clearly checks.

This is the pipeline structure (just in case):

I would expect it to at least show a checkbox. Clicking to refresh also does nothing.

But it seems that list_ci_checks has [] returned to it.

I suspect this is in some way related to #15390 maybe?
