Dependency locks are not updated when dragging files out commits

Describe the issue

When making changes in a stack, dragging the file out of the commit it is in to remove a dependency does not update the lock showing the dependencies in a file.

How to reproduce (Optional)

1. SubmissionPanelService depends on the changes inside of mm/39-schema-files (it does in fact depend on it)

2. We drag the changes from the offending commit outside of the commit in 39-schema-files

3. Lock still shows the changes as being dependant on it, even though the commit no longer gets highlighted.

4. I can even commit under the branch 39-schema-files, even though it looks like I should not be able to do it due to dependencies.

Expected behavior (Optional)

The lock should be gone
