nvproxy: Add NV_COUNTER_COLLECTION_UNIT control commands
Applications that allocate NV_COUNTER_COLLECTION_UNIT (0xcbca) objects fail at the next step with:
nvproxy: handler is undefined for control command 0xcbca0101 (paramsSize=16)
0xcbca0101 is NV_COUNTER_COLLECTION_UNIT_CTRL_CMD_SUBSCRIBE. Add it along with the other three control commands on that class: UNSUBSCRIBE, SET_STREAM_STATE and GET_STREAM_STATE. All four have fixed-size params with no pointers (SUBSCRIBE only reports bufferSize/counterBlockSize back to the caller), so they can be proxied with rmControlSimple.
The class allocation is already gated on CapProfiling, so its control commands use the same capability. These commands have been present since the 520 driver series, so they are added to the base ABI.
