• workflow: handle empty remotes in restart, progress, setup

init fix: The default branch resolution was reading config files directly but skipping the -c command-line override store. Now git -c init.defaultBranch=foo init works correctly, matching the behavior of other commands that already go through getConfigValueByKey.

workflow fix: When a remote repo exists but has zero commits, fetch fails with a ref negotiation error. Previously this was fatal, blocking the first push to a new repo. Now restart/progress treat fetch failure as non-fatal (skip merge, proceed to push), and setup falls back to init + remote add when clone fails on an empty repo.
