[Feature]: Add `--reason` flag to `hoop connect` to pass connection justification for approvals

Is your feature request related to a problem?

Currently hoop connect does not provide a way to pass a reason/justification for the connection. When an approval is required, this reason should be visible to approvers both in the Web UI and in Slack approval messages, similar to how -e/--env is passed today.

Example: hoop connect postgres-srv --reason "Investigating prod incident INC-1234"

This would help approvers make faster, more informed decisions without having to ask the requester for context out-of-band.
