[Bug]: Opening Apps from a pinned tab closes the pinned tab

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

Opening a saved Web app in the Apps tab when the last active tab was pinned closes the pin and removes it

Go to a pinned tab Click "Apps" on the browser favorites bar Open an app Pinned tab is gone

Actual behavior

Go to a pinned tab Click "Apps" on the browser favorites bar Open an app Pinned tab is gone

Expected behavior

Go to a pinned tab Click "Apps" on the browser favorites bar Open an app Pinned tab is still there
