[Bug]: Blank spaces on the pinned tabs.

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

When tabs are on the right, there are instances in the pinned tabs where pressing a key triggers the action on the open page rather than on the pinned page.

How to Reproduce?

When the vertical tabs are on the right, if you try to click on a pinned page with the cursor, you may accidentally click areas that interact with the currently open page instead of opening the pinned tab.

The screenshots show that the cursor interacts with the currently open website, and when you click on a pinned tab in that location, you interact with the website rather than the pinned tab.

Actual behavior

Blank space on the pinned tabs.

Expected behavior

I didn't encounter this bug when the tabs were on the left.
