[Bug]: Unnable to attach files on borderless mode

Have you tested that this is not an upstream issue or an issue with your configuration?

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

When i try to attatch a file on borderless mode + vertical mode + hiding tabs and hiding url bar, i try to make the tabs pop - up work, and it does'nt

How to Reproduce?

1. Go to settings / Appearance and behavior
2. Set layout to "Vertical"
3. Center address bar / minimal url address / Show loading progress in the address bar / Activate frameless mode
4. hide side and top barr
5. Try to attach file on another tab by hovering to make pop tabs
6. Failure.

Expected behavior
