Tracking Issue: docs: add permalinks for lots of items

Currently we have items in the documentation like global functions and methods on types that do not have permalinks, which makes sharing them harder and precludes us from linking to them internally.

This issue is made to track progress on adding links for all those items

I'd like to take the revset and fileset functions from this list (the 62 function entries in docs/revsets.md, plus the ones in docs/filesets.md), unless someone already has them.

I'll wait for #10489 to settle the anchor id scheme (the f. vs functions. question) and whether functions become subheadings, then follow it exactly, so the three pages stay consistent. I'll format with rumdl and keep lines within 80 columns.

@poliorcetics, since you're tracking this: is that split fine with you, or were you planning to do revsets in the same series?
