enable integration tests in CI

All integration tests in zb_cli/tests/integration.rs are #[ignore]. They exist but never run. The full install pipeline (plan -> download -> extract -> materialize -> link -> DB) has no end-to-end coverage that actually executes.

Un-ignore or set up a CI job that runs them. Add at least one non-ignored smoke test.
