emulator: support -[NSURLComponents setQuery:] and setPercentEncodedQuery:

What happened?

On my account, I came across a bug when attempting to download IPAs or list versions.

I was able to edit the source code to add the setQuery: and setPercentEncodedQuery: logic to the emulator which fixed my issue. Unfortunately you have PRs disabled but I attached a Git patch you can use if you want:
