Picker images pass through image processing twice

The picker send path writes an ImageUtils JPEG and passes its URL to sendImage. That path calls prepareImagePacket, which decodes and processes the JPEG into a second output.

The packet and chat bubble use the second file, leaving the first output for later media cleanup. Reusing the prepared JPEG would remove the second processing pass and the unused intermediate file.
