Feature: Create review comments for a PR with GitHub API in Diffshub

Proposal

I'd like to create review comments for a PR. Currently the flow of fetching PR patch is already achieved via letting user supply their PAT so we just need to ask for more permissions which is to create review comments and submit review decisions.

Motivation and context

Diffshub could be a complete alternative to Files changed in GitHub PR reviews, and this would be extremely helpful, especially with those gigantic PRs generated by coding agents. As a reviewer, I still want to take a look at that code, and Diffshub is nearly the only way I can achieve this.
