Sweater border does not capture mouse clicks

Description

When clicking on the sweater border, the click passes through it and selects or interacts with whatever is behind the window.

Suggested improvement

The sweater area should at least act as a non-click-through zone so that clicks do not reach windows or elements behind it.

Even better, it would be useful if the sweater/ribbon could be used to grab and move the window, similar to dragging the title bar.
