Minor Changes

• #23860 baf06c4 - Minor bump to start next version

Patch Changes

• #23898 edb5ba6 - #added stellar encoder to the CRE fake consensus (simulator), signing Stellar reports with ed25519 keys over the Stellar forwarder's digest

• #23902 861c3d6 - Gateway: DON IDs for shards N>0 of a sharded DON now use the format <DonName>_shard-<N> (previously <DonName>_<N>), matching the naming used for shard DONs elsewhere. Shard 0 still uses the bare DON name. Nodes in shards N>0 must set GatewayConnector.DonID accordingly. #changed

• #23908 5003526 - #bugfix Standard capabilities now unregister their LOOP on close, so restarting a capability after a config change no longer fails with "plugin already registered"

• #23899 351ef60 - #bugfix Operator UI nodes page failing with "not found" when non-EVM (e.g. Aptos, Stellar) nodes are configured

• #23893 d6016cf - Removed obsolete Capabilities.WorkflowRegistry.MaxEncryptedSecretsSize, Capabilities.Dispatcher.SupportedVersion and Capabilities.Dispatcher.SendToSharedPeer config fields. #removed
