Breaking Changes

• https://github.com/smartcontractkit/chainlink/pull/23931 29695ba - Remove VRF v2 support including the v2 coordinator, VRFOwner force-fulfillment and custom reverted-txns pipeline, the legacy vrfv2 pipeline task, and the v2 blockhash store / block header feeder coordinators. Migrate to VRF v2 Plus. #removed #breaking_change

Minor Changes

• #23918 10ffbd7 - Minor bump to start next version

• #23927 81a8d1b - #added [Capabilities.Local] UseOffchainRegistry config flag (default false), gating the offchain capabilities registry cutover. #removed the [Capabilities.Local.Capabilities.<id>] per-capability TOML table entirely, including the Config key/value overrides and BinaryPathOverride; capability config now comes from the on-chain registry (and, with the gate, the offchain registry), and the capability binary is always resolved from the capability ID.

Patch Changes

• #23956 2bb6b97 - #bugfix Registry-launched OCR instances now take their default bootstrappers from [P2P.V2].DefaultBootstrappers instead of [Capabilities.Peering.V2].DefaultBootstrappers. The confidential relay now signs responses with the key for [P2P].PeerID and no longer reads [Capabilities.Peering].PeerID.
