Consider adding a .codex-plugin/plugin.json manifest for Codex discoverability

I maintain awesome-codex-plugins, a curated index of Codex plugins. ralph (14K stars) is one of the most popular autonomous agent loops but it's not discoverable through the Codex plugin search path.

The .codex-plugin/plugin.json manifest format works with both Claude Code and Codex CLI. Adding one would make ralph findable by Codex users. We also have a scanner that validates plugin structure.
