Add build and run instructions to README.md
- Document build prerequisites(gcc/make/ffmpeg/ffplay, optional python3)
- Provide common make targets for building, running, and visualizing
- Wrap case body in braces to fix invalid declaration-after-label. Bare declarations after a case label are not a statement in ISO C. Using
{}creates a compound statement and makes the code standard-compliant.
