fix(skills): remove unpinned npx permission from agent-browser skill
Remove the default permission for unpinned npx agent-browser execution while keeping the installed, version-matched CLI available. This prevents the skill's default shell permissions from bypassing the CLI version it documents.
Validation: git diff --check; a Node frontmatter assertion confirmed the installed CLI permission remains and the npx permission is absent.
