xinput iOS: battery, stale XInputEnable, slot 0 (host pads in WGI come from upstream #40)

xinput answers XInputGetBatteryInformation from win32u's battery op (op 4) and sets the wireless capability flag while the pad runs on its own battery (MADEIRA_XINPUT_BATTERY=0 keeps the old unknown/empty answer). A program's XInputEnable(FALSE) is ignored while its window is in front, through win32u op 3 at the archived fork's number (MADEIRA_XINPUT_ENABLE_FOREGROUND=0). Host test for the DLL.

The windows.gaming.input half of the original commit (every host XInput slot as a Gamepad) is superseded by upstream's opt-in provider (#40, MADEIRA_WGI_HOST_PADS=1); the app sets that variable instead.
