win32u iOS: section-backed GDI handle table in every session (ml1352)
A 32-bit process started later in a 64-bit session cloned the host pointer of a private GDI handle table into its PEB and faulted in gdi32's handle_entry (the table's address truncated to 32 bits). The section-backed table, which each 32-bit process can map inside its window, was only used when the session was armed for 32-bit code at win32u start (Dock sessions force it). It is now the default; MADEIRA_GDI_SHARED_SECTION still forces either way and MADEIRA_GDI_SECTION_ALWAYS=0 restores the old rule. A 32-bit process meeting a private table logs it once.
For the multi-process robustness PR on willfaust/Madeira (32-bit programs started mid-session).
